The PSIP program requires that diesel and bus fleet owners conduct annual smoke opacity inspections of their vehicles and repair those with excessive smoke emissions to ensure compliance. The ARB randomly audits fleets, maintenance and inspection records and tests a representative sample of vehicles. All vehicles that do not pass the test must be repaired and retested. A fleet owner that neglects to perform the annual smoke opacity inspection on applicable vehicles is subject to a penalty of $500.00 per vehicle, per year.

- Complete annual Smoke Opacity Testing of required on road diesel vehicles
- Retain test records for a minimum of two years
- Repair and retest any vehicle that has failed
Who must test their vehicles?
All California-based fleets with two or more heavy-duty diesel vehicles
What vehicles must be tested?
All diesel trucks and buses meeting the following criteria
- 1997 and older diesel vehicles with GVWR rating over 6,000 pounds
- 1998 and newer diesel vehicles with GVWR rating over 14,000 pounds
- Vehicles that are four years or older
What are the testing requirements?
- Testing must conform to the Society of Automotive Engineers(SAE) J1667 snap acceleration test procedure
- Testing must be completed by a CCDET (California Council on Diesel Education and Technology) Certified technician
- Testing must be performed using an SAE J1667 CARB Approved smoke meter
- Smoke test meters must be calibrated and re-certified annually
- All vehicles that do not pass the test must be repaired and retested
- All testing, repair and retest records must be maintained for a period of two years
